Making a Clow Card is very simple. I personally think the easiest way to make one is with Photoshop, but for those of you who don't have it or know how to use it, here are the instuctions to make one in paint.
The first thing you do is copy the Clow Card Border and paste it on to a spreadsheet on Paint. Erase the fuzzy white stuff in the middle. Paste the picture that you want to use next to the Clow Card border. Select the Clow Card Border (one of the two first tools on on the left). Underneath the tools (the last two boxes), there is an option to make the background solid white or clear. Choose the clear option. Drag the Clow Card border and place it on top of the picture you chose. Also, don't forget to erase the extra stuff on the edges of the Clow Card from the picture you chose. To put the name in, you click on the text tool make the background clear, select the text type, size, and color, and put it onto the name ribbon thing. And Wa La! You have your own Clow Card. Also, select the Clow Card you made, move it to the upper left hand corner, and minimize the extra spreadsheet so you woun't have all of that white space. Here's a example:
